		<person:biography><![CDATA[Frederick R. Chang is President and CEO of SBC Technology Resources,
Inc., (http://www.tri.sbc.com/) SBC Communications Inc.'s research and
development subsidiary. As head of TRI, Chang will be responsible for
the development of long-term technology strategies and the assessment,
planning and delivery of key applications. Chang was appointed to this
position in August 2000.  He previously served as vice president over
network engineering and planning for SBC Advanced Solutions,
Inc. (ASI), a subsidiary of SBC Communications Inc. that delivers high
quality data products. Services supported by ASI include ATM, frame
relay, SMDS, DSL and network access point. Chang was appointed to this
position in October 1999.

A cognitive scientist by background, Chang received his bachelor's
degree from the University of California, San Diego, and his master's
and Ph.D. degrees from the University of Oregon. He has also completed
the Program for Senior Executives at the Sloan School of Management at
the Massachusetts Institute of Technology.
